Content Publishers are receiving unexpected content submission emails.

Issue Details

We should only be sending content submission notifications to publishers with access to publish the post, i.e. assigned all topics for a submitted post in their publisher permissions.

Instead, publishers receive a content submission notification if a post is submitted to any single topic they manage, even if another topic is selected that the user does not manage.
