Customer Issue
Some users roles are unable to highlight comments.

Issue Details
The ability to highlight a comment cannot be enabled for custom roles. It is only available to users with a role of either Community Admin or Brand Super Admin.
Resolution
At the current time, only a Community Admin or Brand Super Admin will be able to highlight comments.
