When updating Studio users via Bulk Update, the permission changes are applying to some but not others

Issue Details
We have received reports that in some cases, carrying out a bulk update for multiple users (such as adding a large number of Topics or Audiences) results in the changes only taking effect on some of the included users, or do not apply for anyone despite the UI stating that the changes were completed successfully.
We have found that this always occurs when you attempt to bulk update the Topics for multiple users if selecting the "All Topics" option:
Resolution
Changes to Studio user's Permissions and Roles can be manually updated, but there is currently no workaround for doing this in bulk.
