Customer Issue
When a Studio user with one of our Custom Roles creates a template, they can't restrict it to specific users - the option doesn't appear.

Issue Details
When creating a Template with a Studio user that has the relevant permissions enabled, you are presented with an option to restrict that template to specific users or make it public:
When creating a Template as a Custom Role with the relevant permissions, this option is missing from that section:
Resolution
This functionality has been restricted to Brand Super Admins since it is only that role that has the ability to assign restrictions.
