Campaign set to override did not trigger an email at the scheduled time.

When duplicating a previously sent Communication, new communication should have different content_id.
Currently, duplicating does not create a new content record in our message delivery service, meaning that the delivery plan uses the same pre-existing communication. The result is all users who had already received the email from a previous campaign are counted as having already been reached (if the new campaign is an override where users should not receive more than one message).
This issue has now been resolved and moved to the Completed Issues Tracker. (Issue ID: FLY-11727)
Campaigns published or scheduled from a duplicate campaign or template will now be delivered to all audience members.
