Customer Issue
When attempting to create an audience based on the 'Reachable by Push Notification' filter, I am only seeing a small group of users appearing.

Issue Details
When a user logs into the mobile app and enables push notifications, they are flagged as being reachable by push notification. Likewise, if the user logs out of the mobile app, this flag is removed.
We are currently experiencing an issue where users who should be flagged as being reachable by push notification are not and are, therefore, not included in the 'Reachable by Push Notification' audience.
Resolution
